It is always adviseable to have a cv of max 2 pages briefly describing the responsibilities. The initial experience can be clubbed together mentioning just the job title, while rest of the CV would contain the projects handled and the overall experience describing the role in few lines.

I am not an expert however, the only way to provide your experience is by mentioning in the page.
One of my friends have submitted by doing the same, adding his experience in the paper.
btw it`s all in ( civil engineer with the government, manipulacity- city hall).i think that we have to mention a few selected acheivemnts and titles that will be as a key to the rest
