Yes, by providing opportunities for self-assertion and the depletion of their energy to something positive and to provide opportunities for simple and consistent income

The creation of centers to teach crafts like: cooking, sewing, learning languages

Provide material assistance and loans to start ;to fund smalls  projects

firstly we should determine that which type of refugees and which nationality

about sudanees women is the important person in her family because she is a main source of income so if you want to use micro businees model she is cant survive (the small businees fund is the best way )specially when you have an enterpreuner curicullim to teach them how to survive and success.

about Syrians women they are very good with hand crafting goods and they didnt use to go to work or talk to people in the street most of them make their hand craft items and husband or her son is responsible of selling it so (the micro businees model is very good to them ) with teaching them how to success

finally for any kind of refugees self assesment test will be good to determine which track you should use to support them 

wage employment track

In conflict and refugee settings, women can be empowered by strengthening their security through rule of law, security, justice, and response to sexual and gender-based violence. Furthermore, we can support their economic recovery and reintegration efforts through disarmament, demobilization and mine action. Work with governments, national and international partners to support women empowerment plans, and finally to involve the community in activities so that they feel the responsibility towards empowering their own women and in turn themselves.
