actually iwill explain to procurement department in the purchasing  order and then procurement will put these clareifi cations to prospective vendors and after the supply i will reserve the right to accept or not if the supply does not comply with the recommondation high lighted already to procumerent , to gtive an example suppose iam ordering tires size 1200x24 - xzy mitchlen with 8 pliers then i discovered that the delivery is 1200 x24 but xze type then i have the right to reject it because i know that xzy is used for rear axis where xze is used for front axis , what i need to explain that awesome procurement will abide by specifications and tires are expesive items

Providing clarification to obtain responses from the prospective vendors is an important part of Conduct Procurement process.

Since service has not been procured option-D is ruled out. A is ruled out becuase you have already floated RFP after careful completion of planning process. C is ruled out becuase you have not received the proposal. "C" will kick-in after receipt of response of RFP.

Option B is the only valid response. Providing clarification is part of conduct procurment process. In layman terms, "Conduct Procurements" is the execution portion of the procurement lifecycle and "Administer Procurements" is the ongoing or Ops portion. Conduct Procurements belongs to the Executing Process Group and Administer Procurements belongs to Monitoring and Controlling Process Group. I hope that it clarifies the same.
