It could be:

- Laziness

- Fear

- Unconsious 'mental blocks'

- Choice paralysis

- Real life constraints

- Ignorance

- Indecisiveness

- Procrastination

More likely, it's a combination of at least two of these.  Figure out which ones.

- The natural desire to maintain his habit, even if the present situation marks a clear inferiority,

- Fear to failure and incetitude the results, in general we prefer the certainty of inferiority to the uncertainty of an improvement,

- A lack of conviction in default of favorable arguments, a lack of understanding about the nature and operation, the fear of being overwhelmed,

- Fear of mortgaging its future,

- For fear of being blamed or criticized for losing his reputation or his power, reflecting a lack of confidence in change and those who are in favor

- Because the individual is not receptive, emotionally unprepared,

- If it is not he who proposed the change, which has not participated in its elaboration and that the time may be inappropriate since the change might give an extra work.

- The progress to achieve

- Intellectual and mental abilities that are lacking

- The lack of efficiency and knowledge

- The current potential

- The conditions to adapt to change

- The possibilities

- The willingness

- Physical and mental preparation to changes

- The personality

- The working methods

- The level of performance

 

You are bound by laws of firm, company,,,social ethics...etc.

You know that if you try to implement those techniques you will face different level of issue, might cause your job as well.Like now a days, act or behave as you are the most honest loyal and righteous person in working environment.... you will found several against you....So we have to be a very care full in our ways, and acts.In short,,, all these things effects almost every one in profession In some cases it also came in knowledge that person, know how to bring a better change but as he is very much satisfied with what he/she is now,,,so they are a little afraid to bring change as it comes with growth as well as some new challenges and its pros and cons.

So,,,,in my opinion,, you want that change, you have right tools, you are very much sure that it will bring a great leader and employee out of you,, but you are a little afraid to share and implement those tools.

Honestly, frankly,,,,,go get it tiger...;)There is nothing to loose if you are already loosing your self on first hand....Should have courage to risk it on one turn of pitch and toss, Sense of personal and official responsibilities and lack of confidence and courage...Sorry it seems a bit harsh and rude but this is all you have to work out....NO offence ...Just want to make sure that you should work with courage....

Change is not prevailing and not common. Hence the "Hesitation" prevents from accepting the change that brings in the development and more effective
