Factors affecting the choice between convergence and divergence in international HRM is: 

●   Extent to which there are well-defined local norms;

●   Degree to which an operating unit is embedded in the local environment;

●   Strength of the flow of resources between the parent and the subsidiary;

●   Orientation of the parent to control;

●   Nature of the industry;

●   Specific organizational competencies, including HRM, that are critical for achieving competitive advantage in a global environment.

The ability to design and work within a flexible organizational structures.7. learning ability and knowledge transfer in organizations.So international outlook of the Director requires the ability to work in a changing world and understand the culture of others (not a single orientation) as well as the International Labour requires modifying the organizational structure of the face of variables, which calls for flexibility as well as the importance of working as a team confirms it locally and globally. The transfer of the ability to communicate, learning and transfer of knowledge are important locally but multiply its importance in different cultures and new environments abroad that require observation and speed of our understanding and explaining it to others.
