What is the marketing plan of the organization? What kind of industry are we talking about?
These are a few questions coming to any procurement's professional mind, in such a topic. Local or international sourcing / biding etc. is mostly a strategic decision and not a random one.
When it comes to international tender where both domestic and International bidders are allowed to participate, all are equally and fairly treated as per general and special conditions of contract and eligibility of bidders.
