If there is discrimination going on in organization with employees, then whom employee should contact to counter the discrimination?

I would say that you can contact any high level manager, however the direct manager and HR manager should be contacted in case of discrimination !

The best person an employee can go to  in the event of discrimination  in the workplace is the human resource business partner.  He or she would enlighten  the employee on the organizational policies  as regards  employee  discrimination and also guide him on the necessary steps to take.
