As per my opinion I will always advisable to  contact you manager first if you have problem with you job  because he understand you job and other situation better  that any one and he will support you because you performance help him to achieve his goal (department target etc )

Situation and environment differs among organizations.  In general, employee has to approach immediate reporting authority to resolve issues within the department. If not resolved, it can be elevated to next level in the hierarchy.
