Is there any method to create cylinder in CATIA instead of (a) revolve a ractangle, (b) and Pad a circle.

You can always create a solid out of a knitted surface of the revolved surfaces and the side pad surfaces to form a solid,though this a very far fetched and unecessary way of creating a cylinder.
