What is Cognitive Evaluation Theory?

As it is evident on my profile, I am familiar with International Relations theories and my main expertise is in Political Economy and specialized in European Union's political economy and integration processes. However, what I know of cognitive evolution theory is that it is a psychological theory that is concerned with evaluating the external consequences and the internal motivation that are considered by anyone in conducting any action. External rewards or consequences can effect internal motivations. Like any other theory, it has its supporters and critiques. 

However, psychology is not my field and you may find better answers from experts in this field.
