A good administrator should be loyal and should have the capacity to control his/her staffs mannerly.
If he/she has this quality then there will not be any problem to him/her to be a facilitator.
To be a facilitator an admin person have to see all the specified works.
any person can be facilitator.
it depends up on the person's personal capacity.

A good administrator is one who can make each staff feel their importance & need in the organization.
One should never threaten the existance & earnings of the staff in the organization,which demotivates them & causes hindrance from the employees to put in their 100 % efforts.
An Administrator can be a facilitator, if he/she can build an "acceptance" for himself/herself among staffs.
