What's the difference between allowed risk and acceptable risk in safety management?

Both are looks  same but mirror image words.... in our organization introducing   the new systems or procedures  that time we had carry the Risk assessment ,so that time we have to observe the  the risk levels so these are called allowed the risk.

But never no one agree with acceptable risk  the ,because once we identity five the risk  we have to take control measures never acceptable.
