Change is inevitable. In some cases it is good and in some not so much. So is high labor turnover a good thing for the company? If not what causes it?

What could be reasons for high labour turnover, management, employees, other factors?

In my opinion, high turnover isn't such a good thing; to me it points in the direction that staff feel a lack - that could be a lack of worth / value or training for the job - or they may be experiencing a lack of guidance, support or integrity in management.
