The tense is important as it is the bases of communication, but what brings further fluency? Keeping in mind that employees hardly have the time for recreational reading or other language inhancing activities...

The most important one is the verbal communication , because in being in contact with native speaker the written communication is not the most important factor to achieve a successful communication( we all learnt our spoken language and the written) , this is my own view point .

The key here is effective communication.
Confidence in using English plays a vital role here also.
You can improve a persons confidence in English by focusing on fluency and comprehension.
If they can't comprenend, they won't understand and they feel bad about their English.

Making sure that they get the right tense is very important. Using the wrong tense will immediately indicate to a native English speaker that your English is not your first language. For example: "I was there" sounds right and is right. "I were there" sounds wrong and of course is wrong. Being able to pronunce words correctly is also a great asset. People sometimes worry that they can't speak English without an accent. Don't worry too much, if you are grammatically correct, get the tenses and pronunciation right, have a reasonable vocabulary you will be understood and able to communicate in English. Personally I find that there is something quite attractive about English spoken with a slight accent! Also remember that not all Native English people speak the "Queen's" (formal) english as there are many, many regional dialects in UK difficult to understand even by English people from a different region!!!
