I agree with Denis Popov, Virginia Woolf was an experimenter and she experimented with her narrative technique, and since she was influenced by James Joyce, she used "stream of consciousness technique" of narration. So, there she uses the innovative technique in the depiction of sequence of events, words, and in the general flow of ideas in "To the Lighthouse".        

James Joyce and Woolfe both used Stream Of Consciousness method in their books - very unusual for their times

Among the many ground-breaking techniques in the novel is the free-flowing narrative style which enables Woolf to move in and out the brains of her characters, thus divorcing herself from the traditional plot-driven work. The novel itself defies many concepts by "calm subjectivity",which makes it a true transition from Victorianism to Modernism.
