The lowest price is not a refrence where the client can refer to and tender evaluation shall be conducted including the technical and commercial evaluations for the tendors. However the client can assign a cost consultant to prepare a cost estimate which shall be the refrence and to the tender comparisons. The cost estimat shall be prepared on the market testing or benchmarking for updated prices.

If he failed to get a good rank in the technical qualification.
