The best criteria for hiring HR Manager / Expert is to look for the character and chemistry. HR is easier said than done. And it is not necessary that people with a HR qualification will be the best qualified for HR. In my experience, many non-HR qualified people have done far far better in the field of HR, just because they had the character, values, charisma and intelligence to do HR. Once you have found the right chemistry and character, you can always teach them the right HR skill set, as per your requirement, and set them up for success...

Human resource manager basically he manage the manpower of an organization. Now-a-days its very important to get an effective and effective human resource manager.  The criteria that i think one human resource manager should carry, explaining beneath:

1. Educational Qualification should have the background of Human resource Management, It can be Masters degree or Graduation.

2. The candidate should have the advance stage of any international language.

3. The communication skill should be excellent, interpersonal communication, negotiation capability definitely up to the mark.

4. The incubate for human resource Manager should have the knowledge of international labor law, Payroll criteria, human  right. all this greatly increase his/ her ranking  in the competition. 

5.The knowledge of using relevant software.

6. Human resource manager should be creative and have to motivational image to get the best work from workers.

7. The candidate cope up with state of the art, because today is the day of technology. So, the HR Manager update him according to organization needs, global position.

Besides the fundamentally essential requirements, the criteria is if the individual has the ability to partner with the various stakeholders in the business, has the ability to influence across the reporting lines, has strong leadership skills and last but not least is a business coach at heart.

  • Should be able to judge whether the person being interviewed really needs the job or use it as a stop gap.

This idea entails strong time management skills and the ability to complete tasks efficiently. Balancing a variety of tasks ranging from hiring and firing, dealing with employees’ personal issues and creating recruitment strategies for open positions becomes critical in assessing whether one is a competent human resources professional.   • The incumbent has to be ethical in a variety of ways noting that the human resources department of a company serves as its conscience. The Human Resources Manager need to have a keen sense of ethics when it comes to confidential information and following company policies. More so, the person should demonstrate that they are able to earn the trust of a company. Honesty and integrity therefore comes into play.
  • The prospective Human Resources Manager or expert should be able to facilitate communication between the employer and employees. The incumbent`s oral and written communication skills need to be sharp so that there is accurate, clear and effective relay of information.  Here negotiation comes into play as a critical quality of the prospective candidate.
  • Decision making is also critical for businesses to function at its best. The human resources professional constructive decisions in the middle of a crisis and/or conflict. Overly, the human resources manager should be disaster prepared and not explanation prepared.
  • Expertise itself is critical for instance is this person able to prove traceable practical appreciation and tangible results of the human resources function. Arguably, successful human resources experts should carry out informed recruitments and hiring decisions, as well as have a context for company guidelines and policies.
  • This takes us to a critical pillar reinforcing the above, and here an important factor to consider is that fact that “is this person a leader”. Leadership is critical in the sense that in many situations, employees look to human resources professionals for answers and leadership. It all depends on the specific work environment . If working in a global company, hiring someone who loves to travel and is also able to move easily with people from different parts of the world, yet hold their own, is key to that position. If working for a domestic company, speaking the local language might be more adequate. It simply depends on who count on that specific HR person, and also the company vision and culture as demonstrated and upheld by the CEO.
