Though I am not a specialist in the said field but like to share from mere experience and little knowledge.

Several means to collect market intelligence is the way out. Some of them you have listed. Others could be from existing employees who have recently joined; interviewees from their their last salary slips; attending industry and functional related seminars and exchanging views on standardizing; information from printed and electronic business medias; etc.

Assimilate the information collected and filter the required which would meet your organisational requirement in terms of budget available and cost-benefit analysis.

Generally salaries are decided according to nature and location of work, for example allocation of travelling allowances are more for a sales & marketing positions when compared to accounts or administrative positions. Other example is more allocation medical/ health allowances for people working under extreme harsh condition and working offshore workers

Earlier it was one of the most difficult tasks to determine best salary for employees as salaries offered by competitors are not much known, which would affect on employee retention.

But HR system has much evolved in time now with the help of IT average salary offered in market can be determined and best can be offered to retain best talent.
