Comparing the ACTUALS with the ESTIMATIONS as per the project plan is the first step for measuring the project. Thanks.

Set Measures of Success (MoS) that will track the Project as it goes. These MoS trackers will then create your Key Performance Indicators that will give you the knowledge to detect if a project is going successfully or not.

Generally a Projects Success/Failure is Measured by EVM (Earned Value Management) Which is in reference to Cost and Time.Based on the Results of EVM. With EVM we can get to know whether the project is not having a cost and time overrun and with reference to those we can concldue whether a project is going on successfully or no.

If the customer is satisfied and their needs all are covered then the project is successful but for evaluating project managers we can evaluate all areas by controlling them and comparing with desired values in plan documents. control cost, scope, time, quality ,... could help.

Referring to PMBOK, there are some Performance metrics and indexes [For example EVM (Earned Value Method) or CPM (Critical Path Method), TCPI (To-Complete Performance Index)] which help project managers to calculate project success, predict trend of project, and do corrective actions.

I think before you can answer that, you need to know what success looks like so far as your project is concerned - what success criteria have been established for the project?

In the process of setting up a business case for a project, it's wise to identify Critical Success Factors (CSFs) and use these as a baseline for establishing what the project needs to deliver. Through the course of project delivery, these can then be used as a yardstick to check that the project is on track. In this instance, success could be defined as adherence to CSFs.
