The total quality assurance in healthcare delivery that is achievable or attainable is a system wherein there is a complete focus on the healthcare of the public by both the government, public health officers and also the clinical interacting Agents. 

If everybody has the access to quality healthcare facility in a country and there is clean concern by all the above mentioned parties, then it must be qualify to be referred to as total quality assurance in healthcare delivery-achievable or attainable.
