The crime in fact basically is a voilation to a social order or system, and violation to the law as well.
Crime is an improper act in the society.
By definition crime is a violation of the legal code. Within our society there are many standards dependent on background, faith, culture and education. Breaking these standards does not represent a crime unless it is codified in law.
As an example allowing a child in the front seat of the car does not violate a social standard but is illegal. It is a crime. Wearing shoes in an Arabic home is breaking a social standard but is not illegal it is not a crime.
Problems come in society when people attempt to impose their social standards on communities with different standards, punishing those whose break local social standards as if they were criminal.
The french ban on the Niqab is an example of differing social standards, codified into law, creating inter-community tension.
