Should an Ad be concentrated on design or conceptual messaging?

So what would encourage consumers to buy your product/service? Should I be concentrating on coming up with an attractive Ad or should I concentrate more on concepts and messaging?

Both are very important.
A good ad: Connects with its audience Is memorable and easily recalled Provides information quickly and succinctly Doesn’t confuse the viewer or make them hunt for the pertinent information Calls the viewer to action http://www.agamaadvertising.com/index.php?option=com_content&task=view&id=95&Itemid=140
