Is it right that an employer of labour requests a payment of some money before processing the employee's documents in the case of a foreign employee?

The prospective employee may be from any Nation. If he/she applies through the recruiting agencies in their native country, then those offices collects the fees as "processing fees". If the applicant isn't going through those offices in their country, but directly to the foreign employer, then as per the Intl' Labor Law, collecting fees of any kind, for the recruitment of foreign workers is illegal. But if the fees are to be collected not specifically provisioned in the Labor Act of the country of employer's residence then, the said fee may be contracted as to deduct from the first salary or in denomination over the course of employment.
