No, problem with that, I think those CSS and HTML it just front end or how you're web apps will look like but if you can add some functionality to that they called it backend codes the life its easier, like for example a lot of web site they put current year in the bottom of that , you can make programmatically so that you will not change that every year the current year so you will get that base on the web server current year. There's a lot of things you can do programmatically in backend code.
always you will face issues when you learn more, you need to face issues to learn. you are in right way when you have issue and solve it.
This is extremely generalised question. Problems depend on your approach and functionality you wish to generate in your site/application. Also what IDE is used also matters, like working with HTML /CSS in VISUAL STUDIO is bit diffferent compared to working in SharePoint Designer.
Not everything in it is the duty of training very hard this is the key

ACTUALLY I DONT HAVE ANY PROBLEM WITH HTML AND CSS THE ONLY PROBLEM I AM NO GOOD IN POTOSHOP
