Should the Guest relation officer (guest service) have a daily plan or schedule with a daily tasks? Or its better to be flexible?

As a general rule one must have a daily plan, which helps one to focus and to know exactly what is required to do diligently. However it is highly encouraged to be flexible because one may encounter a new situation, not prepared for and must be able to act appropriately.
