I will say them there is one main reason why company didn't pay good salary. Because you didn't try to provide yourself for promotion. You came in same position what you have today also. So if you will not show yourself to promote, how company will pay you more.

Promote some of them just changing their designation not the salaries and divide them into sections they will work on this that he has been promoted
