Why some one has to reheat the already cooled fresh air at 13/12 deg cent (off coil) during summer design conditions like in a heat pipe?

reheat fresh air is summer ??? that is like a room with a cooling AC on and a heater on at the same time. all i know is heat recovery units cool off the fresh air by using the exhaust from the return duct in summer condition.
