First of all, you have to assure that your performance evaluation is fairly based on clear parameters with consideration of the work pressures and job nature.

Secondly, you have to know about his qualities. A Special training may be required to develop his skills. Rotation is recommended

Thirdly, may be, there are some issues affect his performance. So you have to look after the surrounding environment. Also, you can call HR to have a friendly meeting with him.

Finally, in some cases, based on his/her attitude, you may go for a warning letter if there is no positive response against the first three steps.
