Six sigma certification, can this program help HR Professionals? Where are six sigma learning centers/authorized centers located?

ASQ and BMG are the better choice today... They do have centers in Maharashtra - Pune / Mumbai.

Six sigma can help any process - which needs improvement / optimization.
