Yes ..To a great extent Especially if the administration is able to accommodate renewal Or the designer can not be absorbed by the nature of the work

factor number 1: how talented and experienced the designer is ...
course if the designer is a well talented and experienced he will play his magic with in the company guidelines and still enjoy his work and feel no boundaries !! factor number 2: how flexible & open minded the administration was ...

Yes! as a good design needs wild thoughts and storming innovative ideas.
Limitations or the restrictions could make someone like a frog in a well.
So a Frog who has not seen the world out of the Well cannot do something out of the world :)

I think it is, as the creativity is boundary-lessin nature and any boundries or cealings will limit the creativity and may result in focusing in fow modalities which is some times harmful.
