Do I have to be a graphic designer to create an effective creative brief?

It helps but the answer is No, you don't need to be a Graphics designer to provide an effective creative brief. You do need to have a creative inclination and power of imagination and a rough idea on what works and what not. Its the job of the account manager, but don't present it to the client till you have the Designer's feedback on your brief.

If i have got your question right, the answere to this will be - you would need to aleast give few Ideas or Layout so that the designers or the copy guys, this will help you as CS / PM to bring out the best and unltimately the client happy.
