sure it is, high percentage of employees' turning over is due unsatisfaction with the HR policies and procedures and the absence of clear and fair structure.

HR Policies and procedures (P & P) are organizational guidelines with reference to what is expected of an Employee to achieve Organizational Goals and Vision.
If employees perceive these guidelines as rigid or restrictive to their own Career Paths or Work Life Balance, then they chose to consider other options.
Most Organizations chose to review their HR P & P based on current Labour Regulations, Competition, Market Standards and Employee Benefits.

Today's broader definition of HR in most sophisticated companies with full-fledged HR departments very much extends to employee retention; specifically putting in place policies and procedures that measure and monitor retention, analyze causes of employee turnover and effect strategies for retention improvement.

Definitely HR policies & procedures have severe impact on employees.
Policies are defined in a way which creates a clear understanding of an organisation.
It clears the mind of any ambiguity that an employee might have.
Many a time’s employees leave organisation since the policies affect the working of an individual in that company.
Let me give you an example: There is a sales order that needs to be delivered immediately and there is no company van/car available.
You take an initiative and get a vehicle arranged from outside and at the end of day you have to pay the vehicle expense.
Why? Since you need prior approval from your senior who can only allow a vehicle (as per HR rules), whom you could not trace at that moment.
In this situation one would tend to be disheartened.
This is just one of the example.
You could associate many such experiences, since Iam sure each one of us has faced many of them in our experience.
This does not make HR an evil dept.
They are merely trying to systemise procedures that would benefit companies in a longer run.
However, HR is also a dept which understands the reason for a high turnover in an organisation.
It is in this dept they evaluate the reason for employees leaving the company and inform the management for necessary policy amendments.

Obviously, the HR policies and procedures have got direct impact on employees’ retention and performance. If the company’s policies are structured in clear form, then the employees know the do’s and don’ts of the company and they perform/conduct accordingly. They also come to know their rights and obligations. This has direct impact in the job satisfaction and thereby their performances are better and retained.

HR policies and procedure are designed through an extensive study of the organization's goals and employee involvement in attaining those goals, and yes these policies and procedures have a direct impact on employee retention as these are the policies and procedures that provide a path for the factors like employee training and developement, Compensation and benefits, Employee involvement in decision making and problem solving through decentralization etc. All of which are keys to employee retention.

I definitely agree with you HR policy and procedure directly impact into employees retention as well as performance. HR main objective is to retain the potential employees for achieving the organizational goals and objectives. If this objective fails HR will be fail. When HR has clear rules and regulation to perform the employees, they will do more for the organization.
