Check list system is not the ultimate way to ensure safety in day to day operation. As a matter of fact there is no ultimate way. Check list as well as other techniques are there just to minimize incidents.

That's true in oil and gas process plant , butin other location daily observation is very important

Checklist is a simple/ sufficient method for less qualified persons or operators to perform daily check, but it is not sufficient alone because a deeply check by most certified and experienced person still required to recognize hazards not usually recognized by operators.
