Definitely monetary benefits attracts an individual but then the company's HR policy need not always support the same. In my opinion another alternative to this would be to give away goodies to the families of the respective employees. Happiness starts at home and I am sure the employee will be happy if his family is.

Monetary benefits are the most popular ones and i too fall in that category but benefits regarding maintaining work life balance are very attractive too.
Promotion
In the short term it would be good pay and perks. But in the long run it would be avenues to hone up technical skills and transparent promotion avenues.
