A Huge headache for us lost containers in transshipment points. I want to create program or excel or access sheet that notify me (Notification e-mail) in each arrival at transshipment to be able to check with shipping line whether it's sailed or not and new vessel details in order to have a strong tracking system that will lead to a customer satisfaction and avoid the lost or forgotten containers.

As you mentioned in your question, it is necessary to contact a software developer to build your desire software as per your instructions.

It is not impossible to create a systematic program to track down the transit of your cargo trucks and cargo shipment, you have to contact a software developer and system programmer and network provider.
they will design a special program according to your desired task and work flow, A network provider , provides your company a network link up for the GPS tracking system in that case you can monitor the transit of all your cargo when it leaves the warehouse.
