You can start with Adobe Photoshop , and at the same time you can practice in it with the help of Youtube.Try finding some easy tutorials via Youtube and practice in Photoshop.

Photoshop is state of art for sure, but if you want it free, legal and right now download GIMP and learn the basics of graphic editing with it.
It doesn't have the shiny features like Photoshop but I know people who are capable of achieving the same results with it.
I'm working with Photohop now but started with Gimp when I was a student

I would prefer GIMP as it is free for use first practice n it then buy Photoshop.
if you want to work on vector graphics XARA photo & Graphic Designer is the best for learning purpose if you practice on you can work on Corel and Illustator too.
