It depends on supervisor behavior with supervisee. Positive things encourage to come back people to again ex-organization.

well it depends on is behavior the length of service hence every one should get a chance to correct their Mistake.

NO. If fired for grave violations in workplace

NO. If laid-off by proper "retrenchment procedure" (or as approved by Labor Ministry)

YES. If any actions of non-employment decision is arrived by an employer based on "performance of  individuals"; only then this FACTOR comes in to play......!! But past good reviews cannot nullify everything..!!
