This is not completely true.

I cannot completely agree with this statement. But the reverse can be completely true. Right and best compensation and benefits would help / related to Talent Management.

Because, Talent management is an organization's commitment to recruit, retain, and develop the most talented and superior employees available in the job market. It comprises all of the work processes and systems that are related to retaining and developing a superior workforce.

To recruit and retain top talent there should be good compensation and benefits.
