Agreed, but if during improvement you have to change functional process of organization, what will you do?

Yes, we can say that because business process improvement seeks to bring improvement in all areas of the business organization. It definitely involves change management as you to have to change various traditional practices to bring continuous improvement.

No, both the aspects are different.

One is for the improvement of process and another one is for changing in core functions of a organization.

Business process improvement is not change management . Change management is the activity that facilitates the business process improvement . 

Change management provides the necessary techniques and tools  to handle the change that arises out of the process improvement thereby reducing the resistance and friction that would arise in a normal scenario.
