If you are talking about putting a "project management structure" within an organization, they yes,, it would be possible/feasible to build a hierarchy of project management positions/roles/people within this structure. 

  1. Project Coordinators
  2. Project Associate Managers 
  3. Project Managers
  4. Senior Project Managers
  5. Project Director(s)

Yes we can. Usually in companies where there are large projects are developed a certain hierarchy (topdown) is created as below,

 

1. Program Manager

2. Projects Director

3. Project Managers.

4. Project Coordinators

5. Model leaders
