If you emailed a candidate to set up a time for phone interview, and the candidate replied with unprofessional response full of spelling mistakes. Would you mention the errors or just decline?
I think it would be unfair and very harsh to decline the interview. You may definitely point out their errors so they do not make the same error.

Depends on the level of " unprofessionalism" and whether a good communication skills is a key criteria for the post.
If the candidate cannot spend the time or does not have the ability to write a well thought out and well spelt response, he/she should be advised the errors. This will help them improve their skills and save you time and effort in following up on someone who is unlikely to get to another stage.
Languages is only the mean of communication, so i think we should ignore these mistakes or errors, and call him/her for interview to make more accurate judgement about his/her skills, experience, knowldge of work, etc.
i do wok in KSA, and i observed that language is not big issue even for key post.
