Great question, to me it is Business project. Because it is conpletely different than normal project management. BPM project have more towards Business not to IT.
With my experience it all depends % of IT and Business

Let's look into the explanation of BPM , consider a Business Ecosystem , which has various components relating to Business , as a whole there is a interaction of various components, within and across each components in the Business Ecosystem.
This Interaction results in a Business Component LIfecycle or even be called as Business Component workflow.
The Business Components Workflow ,happens with a baselined Rules for Interaction among it's Business Components, which may be also called as Business Processes
The system as described above when handled with a definte Goal , it's termed as Business Process Management

For asking great question. This is common misunderstanding about BPM project. I will say it is more towards Business rather IT.
BPM is, to me,80% business project and20% IT project. In BPM, IT plays only a supporting role i.e. underlying infrastructure support to facilitate implementing BPM.
