The very "basic" purpose of an education system is to give children a start in life providing them with the fundamental skills required to live. The minimum requirement is for them to able to read, write and do simple mathematical equations. Everything else is a bonus and the overriding factor is "how much do they need to know and about what"? Then we enter the world of higher/further education whereby youngsters are prepared for University where they will work towards a career in their chosen field.
To build up a specific ability of the learner at a desired level.
Unfortunately this goal has been replaced generally by the goal of passing the examination.
