The answer is there in the question itself. Each project has a plan. There can't be a general plan common to all projects because each project is one of its kind. That is why a project is often cited as an exaple for product differentiation in Marketing principles.

i beleive that the most important factor is the final targets which are controlling & sure leadind the project operation planning all the time to the rights directions & sure rights decisions in the right time too
