If performance appraisal does not link with promotion due to budget shortage. What would be your answer?

It is not necessary to link PA to promotion because promotions have certain rules other than PA like years of experience and education etc.. I did not see an organization moving up level of the employee because of PA becausue this means all employees will stuck up in the structure.

Regardless of the evaluation is not linked to the budget because of that assessment to determine the strengths and weaknesses of the employee and the actual need for training and development, and when there is a budget application is what is required and otherwise keep the flag until provide liquidity
