Whom do risk owners report to in projects?

it should be according to the matrix of communication & the hierarchy of roles & communication, i.e. each risk owner should report to his superior in the chain of communication, this should be propagated untill the one in charge gets it, mostly the project manager, in some cases it could be the project owner (sponser).
