When dealing with a number of risks it's important to prioritize them so that you can allocate resources effectively. Qualitative risk analysis helps in evaluating risks based on their impact and likelihood often using a risk matrix. This method allows for categorizing risks, into medium and low priority levels enabling you to focus on the critical ones. On the hand quantitative analysis involves assessing risks but it may not be necessary for all identified risks and can be time consuming.

Once you've conducted risk analysis and determined the priorities of the risks you can then move on to further analyzing the high priority ones. For these risks quantitative analysis would be appropriate. As for the others you can consider risk management strategies such as avoiding or mitigating them or accepting them if their significance is manageable.

In summary qualitative risk analysis serves as an step in narrowing down the list of risks that require more detailed assessment through quantitative analysis or other suitable actions, like identifying triggers and appropriate responses.

D is the minimum answer. but in my point of view, when you have many risks and they are in a prior level so you may to go through mitigat the most likle happen, which is qualitative of at least 1 of 2 unrelated risk evets occuring you can make 5 of 10 also. this way you will find out which one the most likle to happen 99%
