Which procedure is more suitable for teaching,to give more home work to the student or detail discussion in the class room?

Both are important, detail discussion and clearing the subject’s concept is more important than the home work.

You have to involve the students by giving some homework to know his understanding the subject, and some involvement at home.

Actually both are equally important and you can"t ignore any one of these. Simply giving a task for home is not beneficial if the concepts are not clear. If you clear the concepts of the students about a particular topic through discussion then it needs practice at home by a home assignment. So, both are co-related phenomena of the same strategy and should be applied at the same time.
