Why are companies being wounded-up, while most recruiters have concentrated on hiring the degree candidates to fill the top management positions?

If the HR have a limmited budget for the position, then the degree candidates will be unexperienced managers, I prefer to have experienced manager with lower degree than degree manager with less experience.
