If you mean limited Fin. resources, then you need to follow the next steps (On the grounds that, you designed the structure from zero point for new company):

  • Decrease assigned and planned salaries.
  • Merge positions and jobs.
  • Combine departments.
  • Design and build small structure.
  • Follow internship or temprary contracts system.

If you mean limited Human resouces, then you need to follow the next steps:

  • Select the most talented employees.
  • Follow durable training program for hired employees, and that will save efforts and cost, because you will invist in human litrally.
  • Use more than one channel to attract people to apply. ( Universities, Newspaper, Radio,flyers, Internet,...).
  • Try to offer rich package.

Most of the small and medium sized company dont have a budget for hiring talents and acquiring good potainails to join the company .

at this case we go for a simple sturctured way which focus more in Training same like an open day for recruitment and also walk in to drop cv's so we have only people who really can work for low salary and cant cost us a lot of recruitment budget.

at this time i look only for needed qualification and i dont care about experience and that would be the role of departemnts heads to train and prepare them for joining end developing their skills.

Resources are always limited. It is less than our expectations. Ti  does not cost much for designing and implementing HR programme. We need to have good leaders in HR. HR can no longer be a follower it they who will set a culture in an organisation.

Remember once you have a performing culture the organisation will perform on its own. Reward and punishment are secondary. Discipline is self imposed any external imposition develops resentment which reduces performance index.

An HR person can be resourceful. as lesser the number of people in the HR operations the more will be the efficiency. almost all HR functions are continuous. so limited resources is not a constraint.
